Broadcast Lists are saved lists of message recipients that you can repeatedly send broadcast messages to, without having to select them each time.
HOW TO CREATE WHATSAPP BROADCAST LIST.
Step one: click on whatsapp on your phone
Step two clicks on more represented by (:) by the top right corner of your phone in whatsapp area
Step three: Click on new broadcast and select names that you want to add to the list
Step four: save by clicking on the mark sign.

Open your whatsapp app Click on the just crated broadcast List.
Click on more (:) click on Broadcast List info click on the pencil sign Enter the Name you want to name your Broadcast then click OK
How to add members to your Broadcast list
Open your whatsapp app Click on the broadcast List you want to add new member to
Click on more (:) Click on Broadcast list info then click on human image with + sign and select the name you want to add this will automatically add the person to the list.
HOW TO REMOVE MEMBER FORM THE BROADCAST LIST
Open your app click on the broadcast list name to want to remove people from click on more by your top right corner click on Broadcast Info then click on the name you want to remove or delete these option will pop up Message(name as you have save the person number on your phone) call, view, Remove from broadcast list and verify security code.
Point to note 256 members make up one broadcast list.
